Stuccoed brick, one story, flat roof with scrolled gable end, low belfry towers with hip roof, main entrance of triple arched loggia with hip roof, porches and stoops on other elevations, symmetrical arrangement of two wings flanking main block, Spanish mission revival style details. Built 1913; additions of similar design, 1918 and 1928; vacant 1954-58; converted to City Hall, 1958; porch filled in, doorway remodeled, n.d.; interior completely remodeled, 1958 and 1972.
