The structure is located within the Pennsylvania Avenue National Historic Site. It was built to house a variety of industrial, wholesale and retail establishments. The building was converted for use as a garage in 1926 to meet the changing needs of the downtown area. The facade on E Street still retains much of its original masonry detail.
